The Main Transport Prosecutor's Office has revised the regulations on international road transportation, reducing the required documentation by a third and easing the requirements for international road carriers, QazMonitor reports citing the Office’s press service.
The prosecutors assessed the order issued by the Ministry of Industry and Infrastructural Development on December 13, 2022, which strengthened the requirements for obtaining authorization to carry out transportation, affected the validity period of authorization cards for motor vehicles, and created conditions that worsened the situation for approximately 6,000 domestic carriers.
During the review, the Office concluded that the Ministry adopted this order without the mandatory preliminary analysis of how the legal innovations would affect the activities of entrepreneurs falling under the status of international carriers, as stated in Article 82 of the Entrepreneur Code.
The Office, in collaboration with the Transport Ministry, has developed new amendments that involve the exclusion of unnecessary documents and information required from carriers, as some of the information is already available in the digital databases of government agencies. As of today, this includes declarations on payment for emissions into the environment, copies of labor contracts with drivers, etc.
