President Tokayev delivered his address to the people of Kazakhstan at a joint session of the Houses of Parliament on September 1, QazMonitor reports.

I have decided to grant a one-time amnesty to the participants of the January events. Of course, the amnesty will not affect the main figures involved in the organization of the riots, as well as those accused of treason and attempted hostile takeover of power. Individuals that committed terrorist and extremist crimes, repeat offenders, as well as those who used torture, would be excluded from the amnesty.

Kassym-Jomart Tokayev

According to Tokayev, showing humanism, the nation will learn its lessons from the tragedy and work towards preventing it from happening again.

"The families of the victims of the January events, who are in difficult financial circumstances, will get material support. I believe that Qazaqstan Halqyna foundation will also contribute to this noble cause," the president added.
