EAEU Amendments to Allow Mutual Recognition of Digital Signatures

Eurasian Economic Commission approves changes to the Treaty on EAEU

At a meeting on July 26, the Board of the Eurasian Economic Commission (EEC) approved a draft of the so-called "Grand Protocol III" which includes changes to the Treaty on Eurasian Economic Union (EAEU). Now the document will be sent to the Union's member states for domestic approval, Qazmonitor reports citing the EEC.

"The draft of “Grand Protocol III” is aimed to eliminate gaps in the legal regulation, identified by law enforcement practice; and clarify terminology, to give some powers to the Union authorities in terms of technical regulations, phytosanitary measures, government procurement, as well as the implementation of the Strategy-2025," said Minister for Integration and Macroeconomics of the EEC Sergey Glazyev.

For example, it is proposed to supplement the Treaty on EAEU with the norms relating to emergency phytosanitary measures. Such measures would be applied to pests that are not included in the unified list of quarantine objects of the Union and pose a threat to phytosanitary security.

The amendments are aimed to supplement Article 61, "Policy in the field of consumer protection,” with paragraphs on the development of a program of joint actions in the field of consumer protection.

In addition, amendments will affect the Protocol on the Procedure for the Regulation of Procurement (Annex 25 to the Treaty on EAEU). It is planned to supplement it with a provision on the mutual recognition of electronic digital signatures for the participation of suppliers in state procurements in electronic format.
