Kazakhstan, Azerbaijan Sign 14 Cooperation Documents

Astana and Baku strengthen their partnership in business, transport, education and more

President Kassym-Jomart Tokayev and President of Azerbaijan Ilham Aliyev issued a joint statement to media representatives. Tokayev named Azerbaijan a strategic partner of Kazakhstan, and also noted the importance of his visit to Baku, QazMonitor reports citing the press service of Akorda.

Cooperation: President Tokayev noted the success of the meeting and the government’s commitment to the execution of all relevant agreements made during the visit.

“This state visit is extremely important from the point of view of further development of cooperation between our states. I am accompanied by a very large delegation. This suggests that we carefully prepared for all aspects of this state visit to brotherly Azerbaijan. Indeed, the visit has been successful. Today we were present at the signing of relevant documents and agreements. But the most important thing is that, as we agreed, the efforts of governments and other relevant departments will be aimed at the full implementation of all agreements that were reached during the meeting,”

said President Tokayev.

Railway route from Xi’an and Caspian fiber-optic communications: Tokayev noted the significance of partnership in logistics and digital communication development. The leaders of both states took part in the arrival ceremony of a container block train from the new Kazakh-Chinese transport and logistics center in Xi’an to Absheron railway station in Azerbaijan along the Trans-Caspian International Transport Route (TITR). The countries also announced the construction of Caspian fiber-optic communications.

Kazakh and Azeri cultures: Kassym-Jomart Tokayev specifically focused on issues of cultural and humanitarian cooperation. He expressed gratitude to the Azerbaijani side for holding the Days of Culture of Kazakhstan at a high level.

“We are looking forward to seeing masters of Azerbaijani culture in our country. The success of this event is beyond doubt, because interest in Azerbaijani culture remains constant. It must be said frankly that the people of Kazakhstan long for your culture and will eagerly and with great expectations receive the masters of Azerbaijani culture,”

the Head of State said.

Partnership within the international community: The President emphasized the importance of strengthening cooperation within multilateral structures.

“I would also like to especially note our interaction in very important international organizations. These are the United Nations, the Organization of Turkic States, the Organization for Security and Co-operation in Europe, the Conference on Interaction and Confidence-Building Measures in Asia, the United Nations Special Programme for the Economies of Central Asia, the Commonwealth of Independent States. I think that this is a very wide range of interaction, and this international cooperation will continue. This is also very important if we are talking about strategic partnership,”

said Tokayev.

The potential of the Caspian Sea: Ilham Aliyev thanked the leader of Kazakhstan for the visit and expressed satisfaction with the results of the negotiations. The President of Azerbaijan endorsed the Trans-Caspian corridor and the Caspian Sea as a point of regional development and cooperation.

“The Trans-Caspian transport corridor is already a reality, which in itself will largely determine the level of regional cooperation, because it is impossible to become a transit country without good relations with neighbors. In this case, both Kazakhstan and Azerbaijan demonstrate their commitment to regional cooperation and strengthening their relations with their neighbors. Only the Caspian Sea separates us. But today this is not an obstacle. On the contrary, the Caspian Sea is a bridge not only between our countries, but also between many countries, because the Trans-Caspian transport route is today revealing its full potential[…],”

Aliyev said.

Results: The two countries signed 14 documents during the negotiations.

  1. Decision of the first meeting of the Supreme Interstate Council of the Republic of Kazakhstan and the Republic of Azerbaijan

  2. Agreement between the Ministry of Transport of the Republic of Kazakhstan and the Ministry of Digital Development and Transport of the Azerbaijan Republic on the mutual recognition of professional diplomas of crew members of sea vessels

  3. Protocol on amendments and additions to the Agreement between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Education of the Azerbaijan Republic on cooperation in the field of education dated April 3, 2017 regarding the allocation of places for doctoral studies

  4. Memorandum of understanding between the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and the Ministry of Digital Development and Transport of the Republic of Azerbaijan in the field of research and use of outer space for peaceful purposes

  5. Action plan between the Ministry of Culture and Information of the Republic of Kazakhstan and the Ministry of Culture of the Azerbaijan Republic, the Ministry of Youth and Sports of the Azerbaijan Republic for 2024–2025

  6. Agreement on strategic partnership between Samruk-Kazyna JSC and Azerbaijan Investment Holding

  7. Agreement on a gradual increase in the volume of transit of Kazakh oil through the territory of the Republic of Azerbaijan between NC KazMunayGas JSC and the State Oil Company of Azerbaijan Republic

  8. Memorandum of strategic cooperation in the field of purchase and sale of Kazakh oil between NC KazMunayGas JSC and the State Oil Company of Azerbaijan Republic

  9. Memorandum of cooperation between the Republican State Institution “Central Communications Service” under the President of the Republic of Kazakhstan and the Media Development Agency of the Republic of Azerbaijan

  10. Memorandum of cooperation between the Entrepreneurship Development Fund “Damu” JSC of the Republic of Kazakhstan and the Small and Medium Business Development Agency of the Republic of Azerbaijan

  11. Action plan for the development of cooperation between the Akimat of the city of Atyrau (Republic of Kazakhstan) and the Executive head of the city of Shirvan (Republic of Azerbaijan) for 2024–2026
