Kazakhstan to Introduce New Fines Affecting E-Scooter Owners

The Mazhilis has set in motion the corresponding bill

Kazakhstan is set to implement new fines that will affect scooter owners, QazMonitor reports.

The Mazhilis Committee on Economic Reform and Regional Development has set in motion the bill titled "On Introduction of Amendments and Additions to the Law “On Road Traffic" on the traffic regulations for specific types of vehicles and the digitalization of road safety.” The bill involves amendments to the Administrative Offences Code.

Deputy Nurtay Sabilyanov clarified the bill's purpose during the Mazhilis (the Lower House of the Kazakh Parliament) plenary session in Astana on February 28, stating, "The bill aims to legally regulate the registration and operation of small electric vehicles and certain other types of vehicles, emphasizing the digitalization of road safety.”

He also revealed that the bill proposes holding individuals accountable for significantly exceeding the authorized speed limit, particularly for offenses related to road and infrastructure maintenance.

The legislative changes, which came into effect on August 30, 2023, amended the Law on Road Traffic to establish rules regulating the use of electric scooters.
