The Government of Kazakhstan has given its approval to the Master Plan of Astana until 2035, marking a significant step towards the comprehensive development of the capital's social, housing, transport, and energy infrastructure. Prime Minister Alikhan Smailov signed the corresponding decree, primeminister.kz reports.
This pivotal urban planning document, initiated by President Kassym-Jomart Tokayev, has undergone extensive public discussions to ensure alignment with the dynamic growth of Astana's population. Presently boasting a population of around 1.2 million, projections indicate an increase to 2.3 million residents by 2035.
The Master Plan entails the construction of 164 schools, 178 kindergartens, and 93 healthcare facilities. Additionally, 15 modern schoolchildren's palaces are slated for construction by 2029, funded through a combination of the local budget and private investments.
The housing stock of the capital is set to expand to 68.2 million square meters, accompanied by a 1000-kilometer extension of the street and road network to 2.5 thousand km. Alternative modes of public transportation are in the works, with plans for the construction of five major bridges, particularly in the Esil district.
Addressing the rising water consumption, a new pumping and filtering station, capable of handling 210 thousand cubic meters per day, will be erected, drawing water from the Irtysh-Karaganda canal. Additionally, the technical water supply will see an expansion of the "Telman" pumping station, reaching production levels of up to 160 thousand cubic meters per day.
In the realm of heat and electricity, the second stage of CHP-3, four new gas heat stations, and the expansion of CHP-2 are on the agenda, alongside the commissioning of 14 substations (110/10 kV). The gas supply infrastructure will witness an increase in capacity at existing automated gas distribution stations AGDS-1 and AGDS-2, accompanied by the construction of AGDS-3, connecting to the "Saryarka" main gas pipeline through a new diversion spanning over 71 thousand kilometers.
Simultaneously, the ongoing development of Astana's "Green Belt," bolstered by the allocation of an additional 2,700 hectares last year, remains a focal point. Measures to enhance public and courtyard spaces are also part of the city's agenda.
The amount of investments for the implementation of the Master Plan until 2025 from all sources will amount to ₸6.3 trillion ($13.9 billion). Of this, approximately ₸4.3 trillion is earmarked for private investments in housing construction, while ₸700 billion will be allocated for infrastructure projects.
