Kazakhstan Plans Extension of Ban on Gasoline and Diesel Fuel Export

Kazakhstan intends to extend the ban on gasoline and diesel fuel export by road transport. The corresponding joint order, titled “On some issues of export of petroleum products from the territory of the Republic of Kazakhstan,” has been submitted for public discussion on the Open Legal Acts portal by the Ministry of Energy, QazMonitor reports.

The document proposes introducing a six-month ban, starting from February 14, 2024, on the export from the territory of the Republic of Kazakhstan by road transport of gasoline, diesel fuel, and certain types of petroleum products according to the EAEU Commodity Nomenclature of Foreign Economic Activity (EAEU CN of FEA 2709 00, 2710, 2902, 3403, 3811, 3826 00).

The proposed ban excludes lubricating oils (EAEU CN of FEA 2710 19 820 0, 2710 19 840 0, 2710 19 860 0, 2710 19 880 0, 2710 19 920 0, 2710 19 940 0, 2710 19 980 0, 3403 19 900 0, 3403 91 000 0).

The document also outlines an exemption for the export of fuel in gasoline tanks provided by the manufacturer of motor vehicles and aviation fuel for specific purposes, such as research and development work, qualification and laboratory tests of samples from the pilot batch for industrial production, approval, or re-approval of the technology of industrial production of aviation fuel (fuel for jet engines). This exemption is subject to agreement with the authorized body in the field of petroleum products production and the availability of a contract with an organization authorized to carry out the above works, along with a letter indicating the number of samples and volumes of aviation fuel required for these purposes.

The ban is scheduled to be extended from February 14, 2024.
