How Many Foreign Workers Kazakhstan Plans to Attract in 2023?

Kazakh Ministry of Labor and Social Protection announced quotas for foreign workforce

The Ministry of Labor and Social Protection has established an annual quota for foreign labor force in 2023 at 22,200 workers or 0.24% of the total labor force in Kazakhstan, QazMonitor reports citing the ministry’s press service.

This year’s quota is distributed into four categories – 949 permits for higher management and deputy positions, 5,313 reserved for department managers, 10,818 for specialists, and 2,100 for skilled workers. In addition, up to 3,080 people can be hired for seasonal work. In 2022, local executive bodies issued and renewed 13.4 thousand permits to employers to attract foreign workers, which amounted to 63.5% of the reallocated quota (21.1 thousand).  

The quota for foreign labor force in the household sector was set at 3.2% of the nation’s labor force (296.7 thousand workers). In the previous year, the quota accounted for 300,000 workers with the local executive bodies issuing 272,002 permits.

Currently, 13,951 foreign citizens are employed in Kazakhstan.
