What Jobs Do Foreigners Have in Kazakhstan?

Nearly 15 thousand employees are registered – Ministry of Labor

As of 1 November 2022, 14,957 foreign nationals are working in Kazakhstan under permits issued by local executive bodies, QazMonitor reports citing the ministry of labor and social protection.

Among the permits for engaging foreign labor (hereinafter - FL) are the following categories: 576 permits for managers and their deputies (first category) and 3,029 permits for heads of departments (second category). The major part of hired FL is referred to the third (specialists) and the fourth (skilled workers) categories - 7,715 and 856 persons, respectively. Also, 1,241 people were involved in seasonal work, and 1,540 people were transferred by corporates.

At this point in Kazakhstan, there are 1,719 employers who use foreign labor. They employ more than 399 thousand citizens of Kazakhstan, which make up 96% of the total number of employees.

By type of economic activity, the greatest number of workers are employed in construction - 5,910 people (40%); mining and quarrying - 1,499 people (10%); agriculture, forestry and fishing - 1,146 people (8%); professional, scientific and technical activities - 1,081 people (8%); and manufacturing - 995 people (7%).

The main countries of origin of labor migrants are China - 3,500 people, India - 1,731 people, Turkiye - 1,642 people, Uzbekistan - 1,344 people, the United Kingdom- 1,112 people.

In order to protect the domestic labor market, the Ministry annually sets and distributes quotas to attract foreign workers to the country. In January this year, the Ministry reduced the quota for foreign workers by 25% – from the previously planned 28,352 to 21,097 people.
